The Inventory and Assessment consists of a detailed inventory and trends analysis of existing conditions. It is a critical part of the planning process.

The inventory and assessment process will provide a foundation for all four of the master plan elements (housing, natural and cultural resources, open space and recreation, and community facilities and services) the Town wants to update at this time. It will consist of the following content:

  • Existing conditions and trends;
  • Assessment of local leadership, planning, and regulatory capacity;
  • Status of implementing key recommendations of previous plans;
  • Relationship to climate resilience; and
  • Opportunities and challenges.

What will each element include?

  • Housing

    • Housing and household trends and residential development trends
    • Existing and future housing needs
    • Existing affordable and fair housing policies
    • Zoning and non-regulatory barriers and opportunities
    • Local capacity for housing planning, policy, and implementation
  • Open Space and Recreation

    • Inventory of open space and recreational resources and usage
    • Policies and programs to promote, protect, enhance, and expand these resources
    • Future open space and recreation opportunities
  • Natural and Cultural Resources

    • Existing natural, cultural, and historic resources in Salisbury
    • Strategies for preserving, protecting, and enhancing these resources
    • Potential impacts of recommended land use or zoning changes
    • Strategies for efficient and effective cultural and historic resource management
  • Community Facilities and Services

    • Inventory and forecast needs for public facilities, infrastructure, and services, including municipal offices, schools, fire, police, water system, sewer system, stormwater drainage, roads, sidewalks, and other community facilities
    • Current challenges and opportunities
    • Recommendations and strategies to coordinate long-range planning and capital improvement planning efforts
